City Rail Link Lessons Learnt Review

Te Waihanga will be conducting a high-level review of the City Rail Link project. The review will focus on practical learnings that can inform future decision making, policy development or project design to support New Zealand in realising greater value from its investment in major infrastructure projects.

About this review

The Government is committed to a series of transformational mass rapid transport investments in our largest cities – a scale of investment with few precedents in New Zealand’s history. By their nature, these mega-projects will also be some of the most complex – working in dense urban environments, needing to integrate with existing legacy assets and creating disruption to the communities and business which they are also trying to support.

Given these delivery challenges, Te Waihanga determined that it would be useful to explore what lessons can be learnt from the City Rail Link project.

We will be conducting an initial, high-level review, that will feed into a more comprehensive review. Both reviews will be carried out in collaboration with City Rail Link, and may be published as a combined report.

The high-level review will focus on practical learnings that can inform future decision making, policy development or project design to support New Zealand in realising greater value from its investment in major infrastructure projects.

The Reviewers

Following discussion with City Rail Link Limited, Te Waihanga has appointed the following expert reviewers to support the first phase of the Review.

Graeme has undertaken over 150 Gateway Reviews across Australia and New Zealand, including most of Australia’s largest infrastructure projects including both heavy and light rail. Graeme’s combination of relevant New Zealand and Australian experience places him in a unique position to undertake a lesson-learnt review on City Rail Link. His experience will allow targeted questioning and comparison to other projects, and his experience on light rail projects will help ensure the information that comes out of the review is useful and informative for Auckland Light Rail, Auckland Second Harbour Crossing and Let’s Get Wellington Moving.

Peter has participated on project management boards on most of New Zealand’s largest infrastructure projects, including Waterview Tunnel, and provides a depth of knowledge of the industry including governance, approvals, scope, commercial management, procurement and risk allocation. His experience will help ensure that the lessons learnt are fit for purpose for the New Zealand market.
